The Benefits Review Board (BRB) was created by Congress in 1972. It reviews appeals, primarily from administrative law judge decisions, arising under the Black Lung Benefits Act and the Longshore and Harbor Workers’ Compensation Act and its extensions, including the Defense Base Act, the Outer Continental Shelf Lands Act and the Nonappropriated Fund Instrumentalities Act. Its decisions may be appealed to the federal courts.
